F. <br />D�part��Y�r� i Approval Manager Approval Agenda Section <br />� Organizational Business <br />Item Description: <br />City Council Rules of Procedure <br />Back rg ound: <br />Attached is a draft of potential new Roseville City Council Rules of Procedure. (Attachment 1) <br />In the Spring of 2002, you approved a set of Council Rules of Procedure "far the 2002-2003 biennium." <br />(Attachment 2.) Those Rules have now expired. <br />Also attached are the Rules of Procedure that were in effect for 2000-2001. (Attachment 3) <br />Discussion: <br />The draft of potential new Rules of Procedure contains the following provisions: <br />Rule l. Meetin� Schedule. Establishes a regular monthly meeting schedule, with some exceptions for Monday <br />holidays. <br />Rule 2. Councilmember Conduct. Creates aspirations about how Councilmembers will inspire public trust. <br />Rule 3. Sbecial Council Meetin�s. The Mayor or two Councilmembers may call a special council meeting, as <br />in the current rules. <br />Rule 4. A�endas. Any individual Councilmember may sponsor or add agenda items. At a council meeting, <br />Council will act only on items that are part of the Council-approved agenda. <br />Rule 5. Presider. Power of Mayor and Acting Mayor to pr�s�d� at the council meeting. <br />Rule 6. No Sur�rises. Councilmembers encouraged to share information, not hide and surprise. <br />Rule 7. Votin�. Councilmembers required to vote unless they have a legal conflict of interest. <br />Rule 8. Lateness of the Hour. No agenda item started after 10 p.m. Meetings end no later than 11 p.m. <br />Rule 9. Council Liaisons. Council may designate liaisons to other boards. <br />Financial Imvact: <br />No significant financial impact. <br />Alternatives: <br />1. Modify the draft Rules of Procedure that are attacheQ, <br />2. Use Roberts' Rules of Order only and have no special set of rules for the Roseville Council. <br />3. Adopt a city ordinance and put the Council's Rules of Procedure in the City Code. <br />Council Action Requested: <br />Council direction about the form and content of new Council Rules of Procedure. <br />
