January 12, 2004 <br />Twin Lakes Special Legislation <br />Discussion Points for Council Meeting: <br />Thank you for the opportunity to discuss Roseville's redevelopment story <br />Roseville has been working on the Twin Lal{es area since 1988 and if there is one thing <br />that is consistent - you need perseverance since redevelopment takes time and is costly. <br />Where is Roseville? — On the northern border of both Minneapolis and St. Paul with <br />access from I 35W and Hwy 36 and Rice Street. <br />The Twin Lakes project is I-35W and County Road C <br />Roseville is <br />� 50 year old first ring suburban community with 35,000 residents - 5.5 % of the first <br />ring population. <br />■ 40,000 employees (ratio of 1.2 jobs/resident) -15% of the jobs in the entire Ramsey <br />County — 2200 businesses. <br />Twin Lakes is <br />■ 275 Acres — 175 acres potential for redevelopment <br />� Developed as truck terminals in the 50's <br />r� With deregulation of the trucking industry Roseville has been struggling with the <br />transition of the land use since the early 80's. <br />■ Area is plagued with deferred maintenance, disinvestment, poor environmental <br />quality standards and sea of impervious surfaces etc <br />■ First master plan developed in 1988 — community driven process <br />■ First phase of redevelopment in 1991-97 with four one level high tech flex buildings <br />and a medical office building. Through this phase city encounteredover $33 million <br />in contamination on one area that was discovered in the excavation of a road - <br />depleted financing for future development plus $6.7 million in demolition, public <br />road acquisition and soil corrections. <br />■ One of the first areas to go through the MN Voluntary Pollution Control (VIC) <br />Programs with Pollution Control Agency <br />■ Partnered with the State and Met Council to clean up pollution through this first <br />phase with Contamination Clean up funds <br />■ That first phase generated 323,000 sf, 1104 new jobs with an annual payroll of $40 <br />million, $20 million in new value and an estimated $850,000 in annual property <br />taxes. <br />Future Challenges: <br />■ No redevelopment activity since 1998 <br />3 <br />
