Organizational City Council Minutes —1/5/04 <br />DRAFT Minutes - Page 9 <br />City Manager Beets reviewed Minnesota Statute, Chapter Acting Mayor for <br />2003, Section 412.121 regarding annual appointment of an 2004 <br />Acting Mayor. <br />Mayor Klausing endorsed Councilmember Kough, noting <br />that Councilmember Kough had served the past two years <br />as Acting Mayor, and had confirmed his willingness to <br />continue in that capacity, given the availability of his <br />schedule. <br />Klausing moved, Maschka seconded, appointment of <br />Councilmember Kough to serve as Acting Mayor for <br />2004. <br />Roll Call <br />Ayes: Schroeder, Maschka and Klausing. <br />Nays: None. <br />Abstentions: Kough. <br />C. Designation of 2004 Legal Newspaper <br />City Manager Beets reviewed state statute requirements <br />for annual designation of a legal newspaper for the <br />publication of ordinances and other notices; reviewed the <br />process for soliciting proposals through information on <br />publication samples, costs, and circulation percentages in <br />Roseville, distribution schedules, lead times required, <br />method of ad proofing and affidavit availability to the <br />City.
