RESOLUTION <br />In November, 2003, a sitting Roseville City Council memberwas elected <br />Mayor of Roseville. <br />When the Council member assumed the office of Mayor in January, 2004, a <br />vacancy opened on the City Council. <br />The City Council has decided to hold a special election to fill the vacancy. <br />The format of that election has not been finally determined, but a decision <br />needs to be made as soon as possible. <br />Current Minnesota law does not allow statutory cities to use alternative <br />voting methods in their local elections. Because the burden and expense of <br />local elections falls mainly upon the locality, the locality should have the <br />authority to determine what voting method should be used. <br />RESOLVED: <br />That the City of Roseville is giving serious consideration to the benefits of <br />using Instant Runoff Voting in this Special Election; that Instant Runoff <br />Voting could provide an economical and efficient process to assure a <br />majority winner in this Special Election; and that the City Council requests <br />that the Minnesota State Legislature amend its statutes as soon as possible <br />to allow Roseville or any city to choose Instant Runoff Voting or other <br />alternative voting methods for its local elections. <br />
