City Council Study Session — O1/12/04 <br />DRAFT Minutes - Page 5 <br />clarification tonight of several items that had caused concern for <br />Mr. Sands. Mr. Sands questions the prudence for excluding <br />those who had expressed strong opinions in the past; opining that <br />when misconceptions were looked at with more information, <br />more realistic solutions were available, and by including those <br />who had a significant stake in the development of the area, a <br />better end product would be produced. Mr. Sands noted prior <br />concerns expressed in the community for the significant retail <br />portion proposed for the project. Mr. Sands encouraged the City <br />Council not to seek a"cheerleading" panel, which would <br />continue division within the community and not achieve <br />credibility for the Panel or the proj ect. <br />There were no other public comments. <br />Mayor Klausing confirmed that having expressed a particular <br />opinion should not exclude someone from making application for <br />the Panel; noting that the issues needed to be discussed and <br />resolved at the table. <br />Councilmember Kough noted the need for positive people on the <br />Panel to consider all aspects of a proposedproject. <br />Mayor Klausing opined that the Task Force would look at <br />situations and realities and give the community perspective. <br />Mr. Shardlow concurred with the need for diverse opinions on <br />the Panel to make the process and project successful. <br />Community Development Director Welsch noted for Council <br />information, that he and Mr. Shardlow would begin working on a <br />contract for Mr. Shardlow's consulting services, brining it <br />forward in the near future for Council review and action. <br />Mayor Klausing directed staff to include the proposed flow chart, <br />along with the Stakeholder Panel application, on the City's <br />website; and to mail it to those already having applied, and in <br />future mailed applications. <br />4.
