�-� Section 1— The Plan and the Updating Process: New information explaining the P1an and its <br />consistencywith the revised Met Council Regional P1an. <br />�_3 Section 2— The Land and its People: No signi�icant changes to this section in 2003. <br />�.� Section 3— GoaLs & Policies: Minor changes in the goals & policy section wi11 occur to be <br />consistent with recent neighborhood master plans as we11 as the revised Met Council Regional <br />P1an and alignmentwith the 35W Coalition's strategic planningprinciples. <br />�,S Section 4— Land Use Planning District: The Zoning Map wi11 be updated to illustrate a111and <br />use zoning designations based on City approvals to the �irst quarter of 2004 including a <br />spreadsheetbreakdown of each designationby area and percent of total city land area. <br />The Existing Land Use Map wi11 be updated to illustrate a11 existing land uses, including a <br />spreadsheetbreakdown of each designation by area and percent of total City land area as of <br />December 31,2003. <br />The Comprehensive P1an Future Land Use Map wi11 be updated to illustrate a11 future land use <br />designations based on City approvals to December 31,2003 including a spreadsheetbreakdown of <br />each designation by area and percent of total city land area. <br />The change that occurred in this section is for Planning District 11 regarding United Properties in <br />cooperationwith Midland Hi11s Country C1ub (southern portion of the Midland Hi11s Country <br />C1ub) amending the land use designation from Low Density Residential(LR) to Medium Density <br />Residential(MR) and from Go1f Course (GC) to High Density Residential(HR). <br />� 6 Section 5— Transportation:No major changes to this section of the P1an for 2003. <br />�.� Section 6— Housing & Neighborhood Plans: The City continued its contractwith the Housing <br />Resource Center (HItC) in 2003 through the I-35W Coalition. This contract affords residential <br />property owners an opportunity to seek information regarding home improvements and iinancial <br />assistance. The new housing plan and demographic data wi11 be added as we11 as details relating <br />to the City Housing RedevelopmentAuthority (HRA) which was established during 2002. <br />�.� Section 7— Economic & Redevelopment Plans: This section wi11 contain building permit <br />activity for the Year 2003. However, this information wi11 not be available untillate January <br />2004. A1so contained in this section are a number of redevelopmentprojects. Listed below is a <br />progress report of those projects: <br />Twin Lakes: The approved comprehensiveplan amendment for Twin Lakes continues to be a <br />focal point for the community. The implementation of the US EPA grant and Metropolitan <br />Council planning grant allowed additional regional ground water study — which has been 80% <br />completed, �inancial evaluation, re�ined vision and design plans and Twin Lakes parkway <br />appraisals. Staff and Council began review of the �irst redevelopmentplan within the Twin <br />Lakes Business Park since the updated master plan was approved in 2001.The review began in <br />2002 and continued during 2003. <br />�_� Section 8— EnvironmentalProtection: The Comprehensive Surface Water Management P1an is <br />�inalized and is awaiting outside agency approval. <br />
