REQUEST FOR COUNCIL ACTION <br />DATE: 01 /26/04 <br />ITEM NO: 3.12 <br />Department Approval: Manager Reviewed: Agenda Section: <br />��n��nk <br />Item Description: Acceptance of Minnesota Department of Natural Resources <br />Metro �re�nw��r� Site Restoration Grant for a Reservoir Woods Natural Area <br />Restoration Project. <br />BACKGROUND <br />The Minnesota Department of Natural Resources initiated a program in 1999 to <br />assist local agencies in their attempts to better manage. natural resources and to <br />coordinate efforts throughout the metro area. <br />In 2000, with the assistance of a Metro Greenways Planning Grant, the City of <br />Roseville conducted natural resource inventories and created management plans <br />for five parks. The resulting Natural Resource Management Plan identified natural <br />areas at Reservoir Woods as a top priority. Staff and local planners who have <br />expertise in this area (BRA) have continued to search out funding opportunities to <br />continue to address Natural Resource Restoration in our Park System. <br />The Minnesota Department of Natural Resources has recently awarded the City of <br />Roseville a partial funding grant for up to $18,000 for a restoration project at <br />Reservoir Woods Park through removal of nonnative invasive species, prescribed <br />burning and replanting with native plant material. The grant application and the <br />agreement are attached. <br />POLICY OBJECTIVE <br />The attached proposal is consistent with the policy of leveraging other public and <br />private resources to obtain funding to offset the costs of Natural Resource <br />Management. It is also consistent with the Roseville Parks and Recreation System <br />Plan and the City's efforts as outlined in the Vista 2000 goals to improve our <br />environment through the protection and improvement of our natural resources. It is <br />also consistent with our efforts to partner with other agencies. <br />FINANCIAL IMPLICATIONS <br />The City must provide matching funds of $4,000 cash and matching in-kind of <br />$6,000 if the grant were approved and accepted. The $4,000 would be proposed to <br />be taken from the 2004 Park Improvement Program (PIP) for this item. <br />
