City Council Study Session — O1/12/04 <br />DRAFT Minutes - Page 16 <br />voting equipment; <br />Councilmember Schroeder expressed his concern about <br />educating the voters at the polls and implementing a new <br />system that may discourage tentative voters; but saw future <br />cost savings in eliminating Primary Elections. <br />Mr. Kennedy committed his time and that of his <br />organization to diligently assist in educating the public <br />regarding this process, providing sample ballots prior to the <br />Special Election, and citing his experience as an election <br />judge in explaining the process to prospective voters. Mr. <br />Kennedy assured Councilmembers of his confidence in <br />Roseville voters to adapting to the process. Mr. Kennedy <br />sought Council support of the draft resolution provided as a <br />bench handout at tonight's meeting. <br />Mayor Klausing sought clarification from Mr. Kennedy on <br />the revisions to the bench handout and the draft resolution <br />included in the Council agenda packet. Mr. Kennedy <br />responded that the only revisions were in identifying the <br />House File number and authors of the bill. <br />Mayor Klausing summarized the requested resolution and <br />Council action, seeking additional public comment. <br />Joe Machyowsky, 2690 Oxford Street N <br />Mr. Machyowsky opined that it was time for the City to <br />move forward; encouraged that the election not become <br />confused with additional legalize; and requested simplicity <br />of the issue. <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn spoke in support of Mr. Kennedy's idea for <br />alternative voting methods for the future, but spoke against <br />using the process for the Special Election; opining the slim <br />probability of getting the bill passed and signed, given it's <br />low priority on the legislative agenda. <br />Mr. Kysylyczyn reiterated his support of the process for <br />future Special Elections in Roseville, reviewing his previous <br />
