REQUEST FOR COUNCIL ACTION <br />DATE: 1 /26/04 <br />ITEM NO.: 3 ,1 S <br />Department Approval: Manager Reviewed: Agenda Section: <br />� �� Consent <br />Item Description: Awarding Bids for Arona Pond Improvement Project; Phase 11 <br />Background: This project was initiated as part of the Applewood Point PUD approval. The Arona Pond <br />Improvement Project will increase the pond capacity, through the installation of a lift station, restoration of <br />infiltration component of the basin, and expanding the size ofthe pond. This projectconsists oftwo parts. The <br />first phase is the excavation of the existing pond and installation of new outlet pipes. The second phase is the <br />construction of the lift station located on the westerly edge of the basin. <br />On September 29,2003, the City Council awardedthe contract for AronaPondImprovementProject; Phase I to <br />Don Zappa and Son Excavating, Inc. ofBlaine, Minnesota. That part of the project is 90% complete. Phase ll is <br />the installation of a lift station to regulate the elevation of the pond. Bids were solicited for Phase 11 in late <br />December with the bid opening on January 16,2004. <br />We are currently worl�ing with the developer and a landscape architect on the fmal restoration plan for the basin. <br />This includes a bituminouspathway and landscaping to be constructed this spring. The cost for this project will be <br />shared by the City and the developer. We will be bringing this to the Council in Spring. <br />Policy Implications: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. As described in the Applewood Point Development Contract, the <br />total cost ofthe project wouldbe split accordingto the contributingrunoffvolume. The contributingvolume <br />is split 13% DEVELOPER187% CITY. <br />Tal�ing into account both phase I and ll of this project the estimated total project cost is $512,209.10; <br />
