DRAFT RESOLUTION <br />EXTRACT OF MINUTES OF A MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF ROSEVILLE, <br />RAMSEY COUNTY, STATE OF MINNESOTA <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, State of Minnesota, was duly held in the City Hall at ?1660 Civic <br />Center Drive, Roseville, Minnesota, on January26,2004. <br />The following members were present: Kough, Klausing, Maschka, Schroeder and , <br />and the following were absent: <br />Member introduced the following resolution and moved its adoption: <br />I'�Y�]�1�[��.i` �►i` Ca <br />A RESOLUTION AUTHORIZING THE CITY OF ROSEVILLE TO PROPOSE <br />SPECIAL LEGISLATION REGARDING TAX INCREMENT FINANCING FOR THE <br />TWIN LAKES REDEVELOPMENT AREA <br />WHEREAS, the City of Roseville has been working on the redevelopment of <br />approximately 175 acres of dilapidated truck terminals and industrial facilities, within the 280 <br />acre are known as Twin Lakes, since 1988; and <br />WHEREAS, the City of Roseville approved a redevelopment master plan for the Twin <br />Lakes Area which is included as part of the economic and redevelopment section of the <br />Comprehensive Plan; and <br />WHEREAS, portions of the Twin Lakes Redevelopment Area, are in an existing tax <br />increment district # 11 and hazardous subdistrict #ll A as identified in Attachment B, and <br />WHEREAS, the City has embarked on years of planning and study regarding the fiscal <br />impacts and economic challenges of redevelopment within the Twin Lakes Redevelopment Area <br />and found that the existing tax increment district #11 can only be a partial remedy. <br />NOW THEREFORE BE IT RESOLVED, that the City Council, in and for the City of <br />Roseville, has concluded that special provisions to the tax increment financing statute need to be <br />revised for Roseville's Twin Lakes Redevelopment Area to remove the brownfield <br />redevelopmentbarriers and achieve the goals and objectives outlined in the Twin Lakes Master <br />Plan as proposed in Special Legislation and supporting documentation. (Attachment A) <br />The motion far the adoption of the foregoing resolution was duly seconded by Member <br />, and upon vote taken thereon, the following voted in favor thereof: <br />and the following were voted against the same: <br />WHEREUPON said resolutionwas declared duly passed and adopted. <br />
