DRAFT RESOLUTION EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE, RAMSEY COUNTY, STATE OF MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, State of Minnesota, was duly held in the City Hall at ?1660 Civic Center Drive, Roseville, Minnesota, on January26,2004. The following members were present: Kough, Klausing, Maschka, Schroeder and , and the following were absent: Member introduced the following resolution and moved its adoption: I'�Y�]�1�[��.i` �►i` Ca A RESOLUTION AUTHORIZING THE CITY OF ROSEVILLE TO PROPOSE SPECIAL LEGISLATION REGARDING TAX INCREMENT FINANCING FOR THE TWIN LAKES REDEVELOPMENT AREA WHEREAS, the City of Roseville has been working on the redevelopment of approximately 175 acres of dilapidated truck terminals and industrial facilities, within the 280 acre are known as Twin Lakes, since 1988; and WHEREAS, the City of Roseville approved a redevelopment master plan for the Twin Lakes Area which is included as part of the economic and redevelopment section of the Comprehensive Plan; and WHEREAS, portions of the Twin Lakes Redevelopment Area, are in an existing tax increment district # 11 and hazardous subdistrict #ll A as identified in Attachment B, and WHEREAS, the City has embarked on years of planning and study regarding the fiscal impacts and economic challenges of redevelopment within the Twin Lakes Redevelopment Area and found that the existing tax increment district #11 can only be a partial remedy. NOW THEREFORE BE IT RESOLVED, that the City Council, in and for the City of Roseville, has concluded that special provisions to the tax increment financing statute need to be revised for Roseville's Twin Lakes Redevelopment Area to remove the brownfield redevelopmentbarriers and achieve the goals and objectives outlined in the Twin Lakes Master Plan as proposed in Special Legislation and supporting documentation.
