a. Impact on traffic (amounts and congestion): <br />The use of SuperAmerica as an off-sale liquor store will not significantly impact <br />traffic. Specifically, the traffic study completed by SEH Consultants indicates <br />that overall traffic on the SuperAmerica site will increase by approximately 1.8% <br />or an increase of approximately 60 vehicle trips per day (see Consultant's <br />memo dated 1/7/04) on a site that currently produces an estimated 3,400 vehicle <br />trips per day (see Attachment A and below). <br />Vehicle Information from S.E.H. Impact on parks, streets, and other public facilities: <br />Use of the SuperAmerica site as an off-sale liquor store will not impact Lexington <br />Park or the Roseville Park System; the use will not significantly impact Lexington <br />Avenue or County Road B; and the use will not impact other public facilities. <br />First, information received from the Chief of Police and Park & Recreation <br />Director supports the notion that off-sale liquor sales at SuperAmerica will not <br />create an increased use of Lexington Park. There may be a misconception that <br />alcohol sales at this location will promote public drinking and drunkenness in <br />Lexington Park. However, there is no data available for RosevilleParks that can <br />research or study this perception or conclude that this activity will actually occur. <br />The Park and Recreation Department reports the only significant alcohol <br />consumption in Roseville Parks has been during programmed events, such as <br />adult softball tournaments and there has not been a known instance of illegal <br />alcohol consumption in any of the parks near off-sale liquor stores. <br />Second, traffic will increase slightly at SuperAmerica by an estimated 30 new <br />vehicles or 60 additional trips per day (see Consaltant's memo dated 1/7/04). <br />However, Glen Van Wormer, the traffic consultant anticipates that 75% to 80% <br />of the liquor store customers will be at the site for either gasoline or convenience <br />items. <br />Third, the Community Development Department does not anticipate any impact <br />to other public facilities, such as water, sanitary sewer, police and fire calls. <br />c.
