a. Impact on traffic (amounts and congestion): The use of SuperAmerica as an off-sale liquor store will not significantly impact traffic. Specifically, the traffic study completed by SEH Consultants indicates that overall traffic on the SuperAmerica site will increase by approximately 1.8% or an increase of approximately 60 vehicle trips per day (see Consultant's memo dated 1/7/04) on a site that currently produces an estimated 3,400 vehicle trips per day (see Attachment A and below). Impact on parks, streets, and other public facilities: Use of the SuperAmerica site as an off-sale liquor store will not impact Lexington Park or the Roseville Park System; the use will not significantly impact Lexington Avenue or County Road B; and the use will not impact other public facilities. First, information received from the Chief of Police and Park & Recreation Director supports the notion that off-sale liquor sales at SuperAmerica will not create an increased use of Lexington Park. There may be a misconception that alcohol sales at this location will promote public drinking and drunkenness in Lexington Park. However, there is no data available for RosevilleParks that can research or study this perception or conclude that this activity will actually occur. The Park and Recreation Department reports the only significant alcohol consumption in Roseville Parks has been during programmed events, such as adult softball tournaments and there has not been a known instance of illegal alcohol consumption in any of the parks near off-sale liquor stores. Second, traffic will increase slightly at SuperAmerica by an estimated 30 new vehicles or 60 additional trips per day (see Consaltant's memo dated 1/7/04). However, Glen Van Wormer, the traffic consultant anticipates that 75% to 80% of the liquor store customers will be at the site for either gasoline or convenience items. Third, the Community Development Department does not anticipate any impact to other public facilities, such as water, sanitary sewer, police and fire calls. c.
