Roseville residential properties in general have not increased at the same rate as <br />second and third ring suburbs. <br />e. Impact on the general public health, safety and welfare: <br />Use of the SuperAmerica site as an off-sale liquor store will not have an impact <br />on the general health, safety, and welfare of neighboring residents and land <br />owners. The Community Development Department has concluded that the <br />impression that this liquor store will create added crime, public drunlcenness, and <br />pedestrian conflict with impaired drivers cannot be reasonably validated. There <br />are no reports or existing crime statistics from this site or other off-sale liquor <br />sites. <br />Based on this, staff concludes that this added new use and 30 new vehic1es160 <br />additional trips (see Consultant's memo dated 117.04) will not impact the <br />general public health, safety and welfare of the surrounding neighborhood, nor <br />the City of Roseville. <br />f. Compatibility with the City's ComprehensivePlan: <br />Use of the SuperAmerica site as an off-sale liquor store is compatible with the <br />Roseville Comprehensive Plan. Specifically, the Roseville Comprehensive Land <br />Use Plan identifies this site as "Business" use which an off-sale liquor store is an <br />appropriate use. Further, the Comprehensive Plan does not specifically limit this <br />site to limited types of business, commercial, or retail uses. <br />6.0 ADDITIONAL STAFF COMMENT (after January 7,2003 PC meeting): <br />6.1 The Roseville Planning Commission expressed a concern over the number of traffic <br />accidents and the potential for increased accidents at driveways and/or intersections at or <br />near SuperAmerica due to the increase in traffic caused by the addition of an off-sale <br />liquor store. Prior to the creation of the Planning Commission's project report, staff was <br />aware that accidents occur in the area, especially at the intersection of Lexington Avenue <br />and County Road B. However, staff was unable to conclude that the potential increase in <br />traffic, specifically pealc hour traffic, would contribute to additional accidents on the <br />SuperAmerica site or along the adjacent roadway system. The Police Department <br />compiled a 5 year account of all traffic accidents (incident report) that have occurred in <br />the general vicinity of SuperAmerica. This information indicates: no accidents at TCF <br />and Lexington Avenue; 4 accidents at SuperAmerica on Lexington Avenue; 21 accidents <br />on Lexington Avenue at County Road B; 66 accidents on County Road B at Lexington <br />Avenue; 6 accidents on Sandhurst at Lexington Avenue; and 3 accidents on Lexington <br />Avenue at Sandhurst. <br />PF3524 — RCA 012604 - Page 5 of 14 <br />
