The need for the traffic study is the result of the proposed inclusion of a liquor store in <br />the convenience store complex. The traffic study follows the request from the City of Roseville staff <br />and the Roseville Planning Commission. <br />Existing Traffic Volumes <br />Based on Minnesota Department of Transportation Metropolitan Series Traffic Flow Maps, <br />Lexington Avenue north of County Road B has an average daily traffic volume of 16,500. South of <br />County Road B, the volume is 15,600. Volumes on County Road B are 10,000 to the west and 7,400 <br />to the east. <br />Volumes have changed little in the past 10 years. The 1992 volume map from the same source <br />shows volumes on Lexington Avenue of 18,000 vehicles per day to the north and 16,000 to the <br />south of County Road B. Volumes on County Road B are 10,000 to the west and 7,000 to the east. <br />Review of similar maps in 1990 and 1994 show that the volumes are relatively similar. Thus, there <br />is little volume growth on Lexington Avenue or on County Road B based on historical trends. <br />The most recent turning movement counts at the intersection of Lexington Avenue and County <br />Road B were made in 2001 by Ramsey County. The volumes are consistent with the average daily <br />traffic shown on the Mn/DOT maps. The turning movement counts were made for three 2-hour <br />periods including a.m. and p.m. rush hours and midday. The turning movement counts show the <br />2-hour westbound approach volumes on County Road B as 702 from 7:00 a.m. to 9:00 a.m., 516 <br />from 11:00 a.m. to 1:00 p.m., and 639 from 4:00 p.m. to 6:00 p.m. Southbound volumes <br />approachingthe intersection in the same three periods are 926, 1,240, and 1,324, respectively. <br />To determine the traffic generated by the convenience store and to better understand traffic flow in <br />and out of the four driveways, a 2-hour turning movement count at the four driveways was made in <br />the p.m. pealc period. As expected, the counts showed little very traffic malcing left turns from the <br />station to the southbound Lexington Avenue. Only 16 left turns were made in the 2-hour period <br />with 13 at the north driveway.
