REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />DPW <br />DATE: Ol/26/04 <br />ITEM NO: 3.5 <br />Agenda Section: <br />Item Description: Amendment to text of Industrial Zoning Districts within City Code <br />Section 1007 (PF3529) (FIRST READING) <br />1.0 BACKGROUND: <br />I.1 The Planning Commission, Council and staff have been completing a systematic rewrite <br />of outdated portions of the City Code for three past three years. Attached is the draft of an <br />ordinance which would modify the Industrial Zoning District language and format. The <br />new format consolidates the dimensional requirements on one page and also consolidates <br />the land uses allowed in each district into one standard chart, similar to the work that was <br />done earlier for the Residential Zoning Text. One of the obvious advantages is that it <br />reduces the repetitiveness of the Industrial Zoning text by consolidation. In addition, it <br />allows users to view a comparison of what other industrial districts uses might be allowed <br />(or prohibited). No significant changes have been made to the dimensional requirements <br />have been made. <br />1.2 This amendment, to Sections 1007.01 through 1007.04, if passed, would eliminate <br />approximately forty percent of the duplicated text in this section of the code. For <br />example, uses such as lumber mills, hosiery, hat makers, and ink mixers are no longer <br />germane to the industrial base Roseville has inherited. Many of the current uses can <br />simply be defined more generally as light or general manufacturing or light or general <br />assembly, storage or warehousing. <br />1.3 Staff has added the definitions for each zoning district section, providing a clearer <br />understanding of the uses that should be allowed therein. After the November �'� meeting, <br />using the direction from the Commission, staff has stricken many of the repetitive uses <br />within the charts. <br />2.0 RECOMMENDATIONS: <br />On December 3,2003, the Planning Commission held a public hearing regarding the <br />proposed changes to the City Code pertaining to industrial uses and regulations. The <br />Commission recommended approval of the draft ordinance dateti December 3,2003 and <br />attached. There were no additional public comments. <br />
