Overview of Upcoming, Proposed Zoning Code Changes Overview of <br />Community Development Director Dennis Welsch overviewed Upcoming, <br />the changes proposed to the Roseville Zoning Code and Proposed Zoning <br />recommended by the Planning Commission. Code Changes <br />City Attorney Anderson suggested some conforming wording <br />changes to the proposed changes. <br />Councilmember Maschka asked about the frequency of variance <br />requests; noting that they seemed to be increasing. <br />Community Development Director Welsch responded in the <br />affirmative, that similar to other fully-developed cities, the City <br />of Roseville was experiencing lots of variance requests. <br />Councilmember Kough asked about the appeal process. <br />Mayor Klausing asked about who has appeal rights. <br />Community Development Director Welsch and City Attorney <br />Anderson concurred in their opinion that both neighbors and the <br />homeowner could appeaL It was not definitely determined <br />whether the City Council could appeal; City Attorney Anderson <br />noted that he would research that possibility further. <br />7.
