Regular City Council Meeting — O1/26/04 DRAFT Minutes - Page 2 City Manager Beets noted that one item had been withdrawn from the Agenda at the request of the applicant: • Item 7 Consider the Request of SuperAmerica for a Conditional Land Use Permit to Operate a Liquor Store at 2172 North Lexington Avenue (PF 3 524) and Conduct a Public Hearing to Consider SuperAmerica's Request for an Off- Sale Liquor License City Manager Beets advised that the applicant had withdrawn their PUD application; but that it was important, due to the 60- day rule, that the Council take formal action accepting the applicant's withdrawal. Agenda Format Councilmember Schroeder questioned why the Council agenda had been reformatted by staff (i.e., new numbering and format style) without that action having been formally approved by the full Council. Councilmember Schroeder acknowledged previous receipt of a proposed draft prepared by staff, but had not anticipated that implementation prior to Council discussion and approval. Councilmember Schroeder noted that the format did not include a section for "New Business" or "Old Business," and questioned why his recent e-mail addressed to staff and copied to Councilmembers expressing these concerns had not received a response. City Manager Beets responded that the agenda was a"work in progress," and staffs objective was to create an agenda that was more friendly to meeting attendees and Councilmembers; noting that any requests of Councilmembers would always be included on upcoming agendas as appropriate; and reminded Councilmembers that a current, formally approved set of Council Rules and Procedures had recently expired, and was open to Council suggestions and feedback, with staff having some latitude in the process. Mayor Klausing clarified that previous discussions were to look at formal Rules and Procedures when the full Council was available.
