Regular City Council Meeting — O1/26/04 DRAFT Minutes - Page 24 Councilmember Kough called for a Roll Call vote for the record, resulting in a tie vote. Roll Call Ayes: Schroeder and Kough. Nays: Maschka and Klausing. Mayor Klausing declared, as per Minnesota State Statute 412, appointment of Ms. Amy Ihlan, 1776 Stanbridge Avenue, to fill the temporary vacancy on the Roseville City Council. Mayor Klausing noted Ms. Ihlan was the third-highest vote recipient at last fall's municipal election, and with the Special Election scheduled in eleven weeks, if he misjudged the wishes of the public with this appointment, it should be evident at that time. Mayor Klausing recognized those applicants for the temporary vacancy, noting their overall qualifications, and encouraged their continued involvement in the community and city government. 9. Appoint Twin Lakes Stakeholder Panel Members City Manager Beets noted that the City's Consultant, Mr. Shardlow, had recommended an approximate 25-member panel, inclusive of the Chairperson of each citizen advisory board or commission. Mr. Beets noted that with nineteen (19) positions to fill, twenty-nine (29) applications had been received. Community Development Director Dennis Welsch noted that the Chair people, when contacted, had agreed to serve on the Panel, with the availability of an alternate from each representative Board or Commission. City Manager Beets advised that staff had advertised for the other nineteen (19) positions, and received approximately thirty (30) applications. Mr. Beets reviewed the Council-approved concept that the remaining nineteen persons would fall into other categories as outlined in the staff report dated January 26, 2004, as well as one (1) member-at-large from outside the neighborhood, two members representing the Roseville small business community, and eight (8) business or property owners Appoint Twin Lakes Stakeholder Panel Members
