Regular City Council Meeting — O1/26/04 <br />DRAFT Minutes - Page 24 <br />Councilmember Kough called for a Roll Call vote for the record, <br />resulting in a tie vote. <br />Roll Call <br />Ayes: Schroeder and Kough. <br />Nays: Maschka and Klausing. <br />Mayor Klausing declared, as per Minnesota State Statute 412, <br />appointment of Ms. Amy Ihlan, 1776 Stanbridge Avenue, to fill <br />the temporary vacancy on the Roseville City Council. <br />Mayor Klausing noted Ms. Ihlan was the third-highest vote <br />recipient at last fall's municipal election, and with the Special <br />Election scheduled in eleven weeks, if he misjudged the wishes <br />of the public with this appointment, it should be evident at that <br />time. <br />Mayor Klausing recognized those applicants for the temporary <br />vacancy, noting their overall qualifications, and encouraged their <br />continued involvement in the community and city government. <br />9. Appoint Twin Lakes Stakeholder Panel Members <br />City Manager Beets noted that the City's Consultant, Mr. <br />Shardlow, had recommended an approximate 25-member panel, <br />inclusive of the Chairperson of each citizen advisory board or <br />commission. Mr. Beets noted that with nineteen (19) positions to <br />fill, twenty-nine (29) applications had been received. <br />Community Development Director Dennis Welsch noted that the <br />Chair people, when contacted, had agreed to serve on the Panel, <br />with the availability of an alternate from each representative <br />Board or Commission. <br />City Manager Beets advised that staff had advertised for the <br />other nineteen (19) positions, and received approximately thirty <br />(30) applications. Mr. Beets reviewed the Council-approved <br />concept that the remaining nineteen persons would fall into other <br />categories as outlined in the staff report dated January 26, 2004, <br />as well as one (1) member-at-large from outside the <br />neighborhood, two members representing the Roseville small <br />business community, and eight (8) business or property owners <br />Appoint Twin <br />Lakes Stakeholder <br />Panel Members <br />
