Regular City Council Meeting — O1/26/04 DRAFT Minutes - Page 26 Mayor Klausing sought consensus on whether to expand the panel or maintain it at twenty-five (25) members. Councilmember Schroeder reiterated his support of Ms. Johnson- Nygaard as a valuable asset to the Panel. Further discussion ensued regarding the size of the Panel; whether to solicit additional property/business owners; whether to interview candidates; impacts on Panel development and timeline; scheduling of first Panel meeting on Thursday, February 12; next regularly-scheduled City Council meeting on February 9; and whether Councilmembers should individually contact applicants to determine their qualifications if unfamiliar to individual Councilmembers. Councilmember Schroeder recommended that if necessary, Councilmembers make individual contact with applicants, and at the February 9, 2004 Council meeting, each Councilmember come prepared with their ranking of candidates where more than the recommended number of applications were received. In an effort to facilitate time, City Manager Beets suggested consideration of four Councilmembers, with four neighborhoods, and each Councilmember taking responsibility for a specific neighborhood. No consensus was achieved for this suggestion. City Attorney Anderson was consulted regarding the Council's e-mailing the City Manager prior to the February 9 meeting to combine appointment preferences and whether this would violate Open Meeting Law requirements. City Attorney Anderson advised that e-mails to the City Manager were appropriate, but not to each other, unless they became a part of the public information process by inclusion in the Council packet. Further discussion included whether individual calls to applicants were warranted or advisable; and the necessity to stay on schedule and not delay the Panel meeting process. Recess
