REQUEST FOR COUNCIL ACTION <br />Date: 2/9/2004 <br />Item No: 8. <br />��F� 9 }4ppr��+a�: <br />� <br />Manager Approved: <br />� <br />Item Description: Establishing the 2004 Fee Schedule <br />Agenda Section: <br />Reports & Recommendations <br />Background <br />At the January 12, 2004 City Council meeting, Staff presented the Council with an overview of <br />establishing an annual fee schedule. The presentation included a discussion on how regulatory- <br />type fees could be more effectively accounted for through the use of a comprehensive fee <br />schedule, rather than scattered throughout the City Code. A summary of the discussion items are <br />shown below. <br />DiSCUSSion Items (originally presented U12/04) <br />The presence of a fee schedule will allow all regulatory-type fees to be easily identified in one <br />document, as opposed to being scattered throughout City Code. In addition, a fee schedule could <br />be adopted by resolution on an annual basis providing the Council the opportunity to review fees <br />for services in a comprehensive manner. A fee schedule is also flexible enough to be revised <br />periodically throughout the year to accommodate any changing laws and regulations. <br />To provide the greatest flexibility and ease of administration, Staff is suggesting that all fee <br />amounts established in City Code be removed and replaced with a reference to the Fee Schedule. <br />This would require a public hearing to do so, but the changes could be made in an all- <br />encompassing manner. <br />Recommendation <br />At the conclusion of the discussion, the Council agreed to enact the fee schedule concept. A <br />resolution to adopt the 2004 Fee Schedule is attached, along with a comparison with selected <br />cities. The Amounts contained in the 2004 Fee Schedule are the current fee amounts.
