REQUEST FOR COUNCIL ACTION
DATE: 02/09/04
ITEM: 3.5
Department Approval: Manager Reviewed: Agenda Section:
 , , CONSENT
Item Description: Approve Storm Water Pollution Prevention Program 2003 Annual Report
Background: As specified in the new Phase lI storm water requirements, Roseville applied for a
permit from the Minnesota Pollution Control Agency regarding how the City manages the
discharge of storm water into public waters. The City was required to establish a storm water
pollution prevention program. The overall program goal is to reduce the amount of sediment and
pollutants that enter surface water from storm sewer systems. We have completed a year-end
review of the Best Management Practices that are included in this program and of our
compliance for 2003. Attached is a copy of our required annual report along with an accounting
of our measurable goals.
In accordance with MPCA requirements, staff presented this report at a Public Information
meeting on December 19 in conjunction with the Public Works & Transportation Commission
meeting. We had one resident attend the meeting. His comments were very supportive of the
activities that staff outlined in the report. In addition to this public information meeting, we
advertised a 30 day window where we would accept public comments regarding this report. This
period was between December 18th and January 19th, no additional comments were received.
We will be submitting this report to the Minnesota Pollution Control Agency by their deadline of
March 10,2004.
RECOMMENDED COUNCIL ACTIONS:
Approve Storm Water Pollution Prevention Program Annual Report
Prepared By: Debra Bloom
