REQUEST FOR COUNCIL ACTION <br />DATE: 02/09/04 <br />ITEM: 3.5 <br />Department Approval: Manager Reviewed: Agenda Section: <br />�� �, , � � � CONSENT <br />Item Description: Approve Storm Water Pollution Prevention Program 2003 Annual Report <br />Background: As specified in the new Phase lI storm water requirements, Roseville applied for a <br />permit from the Minnesota Pollution Control Agency regarding how the City manages the <br />discharge of storm water into public waters. The City was required to establish a storm water <br />pollution prevention program. The overall program goal is to reduce the amount of sediment and <br />pollutants that enter surface water from storm sewer systems. We have completed a year-end <br />review of the Best Management Practices that are included in this program and of our <br />compliance for 2003. Attached is a copy of our required annual report along with an accounting <br />of our measurable goals. <br />In accordance with MPCA requirements, staff presented this report at a Public Information <br />meeting on December 19 in conjunction with the Public Works & Transportation Commission <br />meeting. We had one resident attend the meeting. His comments were very supportive of the <br />activities that staff outlined in the report. In addition to this public information meeting, we <br />advertised a 30 day window where we would accept public comments regarding this report. This <br />period was between December 18th and January 19th, no additional comments were received. <br />We will be submitting this report to the Minnesota Pollution Control Agency by their deadline of <br />March 10,2004. <br />RECOMMENDED COUNCIL ACTIONS: <br />Approve Storm Water Pollution Prevention Program Annual Report <br />Prepared By: Debra Bloom <br />
