REQUESTFOR COUNCILACTION
Department Approval:

DATE: DSMlI
ITEM NC?r 3: 8
Agenda See
CONSENT
Item Description: Amendment to text of Industrial Zoning Districts within City Code
Section 1007 (PF3529)
(SECOND READING AND FINAL APPROVAL)
1.0 BACKGROUND:
I. Z The Planning Commission, Council and staff have been completing a systematic rewrite
of outdated portions of the City Code for three past three years. Attached is the draft of an
ordinance which would modify the Industrial Zoning District language and format. The
new format consolidates the dimensional requirements on one page and also consolidates
the land uses allowed in each district into one standard chart, similar to the work that was
done earlier for the Residential Zoning Text. One of the obvious advantages is that it
reduces the repetitiveness of the Industrial Zoning text by consolidation. In addition, it
allows users to view a comparison of what other industrial districts uses might be allowed
(or prohibited). No significant changes have been made to the dimensional requirements
have been made.
1.2 This amendment, to Sections 1007.01 through 1007.04, if passed, would eliminate
approximately forty percent of the duplicated text in this section of the code. For
example, uses such as lumber mills, hosiery, hat makers, and ink mixers are no longer
germane to the industrial base Roseville has inherited. Many of the current uses can
simply be defined more generally as light or general manufacturing or light or general
assembly, storage or warehousing.
13 Staff has added the definitions for each zoning district section, providing a clearer
understanding of the uses that should be allowed therein. After the November 5" meeting,
using the direction from the Commission, staff has stricken many of the repetitive uses
within the charts.
2.0 RECOMINDATIONS:
On December 3,2003, the Planning Commission held a public hearing regarding the
proposed changes to the City Code pertaining to industrial uses and regulations. The
Commission recommended approval of the draft ordinance dated December 3,2003 and
attached. There were no additional public comments.
The Council reviewed the ordinance at study meeting on January 19 and held a first
reading on January 26, 2004.
