REQUEST FOR COUNCIL ACTION <br />DATE: 02/26/04 <br />ITEM NO.: 9. <br />Dep�rtrr�ent .�p��p���l: Manager Reviewed: <br />� <br />Item Description: Approval of Cooperative Agreement with Ramsey County relating to the County <br />Road C Reconstruction Project <br />Background: On August 18,2002 the City Council ordered City Project 02-16: County Road C Phase I <br />Streetscape Project and County Road C Phase I Reconstruction Project. Phase I of these projects extends <br />from Long Lake Road to Snelling Avenue. <br />Citv Proiect P-02-16 County Road C Reconstruction <br />This is atwo yearreconstructionproject scheduledto start in late spring ofthis year. Duringthe summerof <br />2004, the County's contractor will be reconstructing the rail crossings at Cleveland and Fairview. The State <br />will be reconstructing the Snelling intersection. Storm pond construction at Fairview and Snelling will be <br />completed as well as City utility maintenance and relocation. The new frontage road, south of County Road <br />C between Cleveland and Fairview, will be constructedby the end of summer. In addition to this public <br />work, private utility companies will be doing extensive utility relocations throughout the corridor. <br />During this year's construction season, the road bed will be relatively undisturbed. The road will be torn out <br />�and replaced in 2005. The new street design includes concrete curb and gutter, colored crosswall{s, colored � <br />' concrete in the medians, sidewall{s, and pedestrian level lighting. Consistent with the County cost share <br />policy all of these elements of the road reconstruction project are shared costs with the City of Roseville. <br />Over the course of the proj ect, City staff will work with Ramsey County to ensure that the proj ect conforms <br />to the City's CountyRoad C Streetscapeproject proposed for construction in 2006. This project is proposed <br />to be financed through federal STP funds, Ramsey County funds and City funds. <br />Financial Implications: <br />The County is asking for City approval of the cost participation agreement. The City's cost participation <br />shown in the agreement is based on the Engineer's estimate for this project. As explained in the agreement, <br />the City's cost participation will be based on actual project costs. <br />The total estimated amount receivable from Roseville is $852,861.27. The City's costs will be paid for <br />using municipal state aid funds, utility infrastructure funds, and assessments as outlined in the feasibility <br />report for this project. The feasibility study estimated city costs for this project at just over $1,400,000. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of cooperative agreement PW2004-01 and authorize the Mayor and Manager to sign the <br />agreement on behalf of the City. <br />Prepared by: Debra Bloom <br />
