� � <br />Request for Council Action <br />fl� parlmtn l Approval Manager Approval <br />Item Description: <br />County Request for Suburban Court Site <br />Date: Feb.23,2004 <br />Item Number: 13. <br />BackQround: Attached is a copy of a letter from Ramsey County Manager David Twa asking cities to offer a <br />site or sites, if they wish, for a suburban county court. <br />Financial Impact: The County is asking cities to offer suburban court sites for free, and that the site will be <br />cleared of all structures at the expense of someone other than the County. <br />City Mana�er's Recommendation: Do not offer or clear a site at Roseville expense. <br />Reasons: <br />1. Given our structural budget gap, Roseville is not in a position to be offering free land to the County. <br />2. A suburban county court is tax exempt; it would not contribute to the growth of Roseville's tax base. <br />3. A suburban county court is not especially complementary to any current or proposed development in <br />Roseville. <br />4. Almost any suburban court site in Rarnsey County will be reasonably convenient for Roseville residents <br />and police officers. <br />Alternatives: If the Council wants to suggest a site for a suburban county court, among other things we could: <br />1. Suggest the Kent Street site in Roseville off Larpenteur just east of Dale Street, which already belongs to <br />the County, subject to appropriatecommunity outreach and land use approvals. <br />2. Suggest the "old" County Public Works site on the southwest corner of Rice Street and I-694 in <br />Shoreview, which already belongs to the County. <br />3. Suggest the Twin Cities Army Ammunition Plant (TCAAP) site in Arden Hills, perhaps near the "new" <br />County Public Works Maintenance Facility there. <br />4. Suggest developing a suburban court in conjunction with the redevelopment of the T-1 Target store at <br />Snelling and County B, but state that Roseville will not participate financially. <br />Council Action Reauested: Motion giving staff direction on this issue. <br />
