Nays: None. 5.2 Proclaim February 2004 Black History Month in the Proclaim February City of Roseville 2004 Black History Maschka moved, Ihlan seconded, proclamation of Month in the City February 2004 as Black History Month in the City of of Roseville Roseville. Roll Call Ayes: Ihlan, Schroeder, Maschka, Kough and Klausing. Nays: None. 6. Consider Approving Concept Plan for Improving the Dale Street Athletic Fields Parks and Recreation Director Lonnie Brokke reviewed historical and background events, necessitating the closing of the Central Park Dale Street Athletic fields due to turf deterioration. Mr. Brokke reviewed continuing poor turf conditions, expense of ongoing renovations, safety concerns and overall interest in upgrading the existing field complex, the Roseville Area Youth Associations, who were primary users of the fields, brought forth a concept proposal for Council consideration. The concept plan includes fencing and lighting of the two (2) multi-use athletic fields, a concession/storage facility, and an additional thirty (30) parking spaces. Mr. Brokke advised that staff, neighbors, community groups and the Parks and Recreation Commission had reviewed the proposed plan, along with reviewing past, current and future uses of the athletic fields, with all groups endorsing the proposed Consider Approving Concept Plan for Improving the Dale Street Athletic Fields
