Wolf <br />" Also admitted 'm Wisconsin <br />** Civil Trial Specialist <br />Certified by the Minnesota <br />State Bar Association <br />+ Real Property Law Specialist <br />Certified by the Minnesota <br />State Bar Association <br />In a recent communication with our office you requested an opinion regarding the <br />following: <br />FACTS <br />In February 2002, the City of Roseville was notified by Standish Legal Processing that <br />the City may be entitled to compensation under a Class Action Settlement Agreement with <br />regard to the phenolic foam roof insulation which was installed in the roof of the Roseville Ice <br />Arena. Standisll Legal Processing is the organization appointedby the United States District <br />Court for the District of Massachusetts as Notice Administrator for this settlement. <br />The Class Action Settlement Agreement was reached between owners of buildings <br />which contained phenolic foam roof insulation and the manufacturers of said foam insulation. <br />The building owners' claim was that the phenolic foam roof insulation released certain acids <br />over time which corroded and destroyed steel roof decks, thereby resulting in severe property <br />damage and the potential for liability to the owner as the corrosion could result in hazardous <br />and unsafe conditions. <br />
