MEMORANDUM <br />TO: MEMBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM : AMY IHLAN <br />SUBJECT: REAPPOINTMENT PROCESS FOR ADVISORY COMMISSIONS <br />DATE: MARCH 3,2004 <br />Last meeting we discussed whether or not the Council should continue to follow Resolution <br />9372 for reappointing members to citizen advisory commissions. Here are my thoughts <br />about how and why the reappointment procedures should be amended. <br />1. When terms expire, the vacancies should be advertised, whether or not the current <br />members are eligible for reappointment. <br />I believe members of the public should be able to apply and be considered for all <br />vacancies on citizen advisory commissions, even if the currently serving member is <br />eligible and wants to be reappointed. I think it is important to keep the appointment <br />process open, so that citizens are not discouraged from applying for the commissions <br />they are interested in. If all vacancies are advertised, the Council will also get a better <br />sense of public interest in different commissions and issues, and be in a better position to <br />encourage greater citizen involvement. <br />Proposed amendment: Make the appointment procedure statement applicable to all <br />vacancies. <br />2. Reappointments should not be automatic. In deciding whether to reappoint a <br />commission member whose term is expiring, the Council should consult with the <br />commission chair, and may consider the member's record of service on the <br />commission, as well as the commission's needs for continuity of inembership. <br />Under Resolution 9327, eligible commission members can be reappointed on the <br />recommendation of the commission chair, so long as their attendance record and <br />performance are satisfactory. Although Section II(C) does allow the Council discretion <br />to "determine that the individual does not merit reappointment," the reappointment <br />process seems designed to allow for more or less automatic reappointment without <br />further consideration. <br />Instead of presuming reappointment, I would propose amending the procedure so that <br />the Council needs to make a determination that the individual should be reappointed. <br />In making that decision, the Council should still consult with and get comments from <br />the commission chair. The Council should also be able to consider the member's work <br />
