Date: 02/23/04 <br />Item: 11. <br />Citizen Advisory Commissions <br />Thursday, February 19,2004 <br />Council: <br />As we have done before, at your first meeting of the year staff sought <br />Council direction about citizen advisory commission appointments and <br />reappointments. See Attachment 1, Request for Council Action (RCA) that <br />follows. <br />At that time, you discussed this item. See Attachment 2, Minutes of 1/5/04 <br />Council Meeting. Councilmembers talked about what constituted "council <br />policy" respecting the appointment and reappointment process. You also <br />discussed your desire to have five councilmembers consider this item. <br />Attachment 3 is a City Attorney's Legal Opinion regarding the <br />appointment/reappointment process for citizen advisory commissioners. <br />And you now have five councilmembers. <br />Staff still seeks Council direction regarding the process you wish to follow <br />for handling the advisory commission terms that expire March 31St. <br />Your options seem to include: <br />1. Following Resolution 9372 by <br />a. reappointing commissioners eligible for reappointment who <br />wish to be reappointed when you deem their attendance and <br />performance to be satisfactory; and then, if necessary, <br />b. advertising for applicants for vacancies and interviewing them. <br />2. Amending or Repealing Resolution 9372, and possibly creating either <br />a new policy or just directing how this Council will handle the <br />appointment/reappointment process this year. <br />Respectfully submitted, <br />Neal Beets <br />
