Mr. Kysylyczyn <br />advised that, upon his initiation, and working through former <br />City Police Chief and former City Attorney, the truck and banner <br />were ultimately removed. Mr. Kysylyczyn opined that while <br />City Attorney Anderson had addressed legal issues, he was <br />recommending that the City Council consider polity issues and <br />recommended that the City Council simply apply the same <br />standard to everyone — residents, businesses and civic <br />organizations — in allowing temporary signs. <br />Councilmember Maschka noted the historical purpose of the <br />code was based on public interest versus private interest; and that <br />too many temporary signs were being instigated in the <br />commercial area, and weren't being enforced. Councilmember <br />Maschka opined that perhaps the City would be better off with <br />no banners for any purpose. <br />Further discussion was held related to temporary signage used <br />for City events and impacts to events if the temporary <br />signage/banner advertising was not used; as well as the <br />advantages of temporary signage to advertise the upcoming <br />"Clean up the City of Roseville." <br />Parks and Recreation Director Brokke noted that special events <br />in the City would be affected. <br />Mayor Klausing recommended and spoke in support of the <br />proposed motion for the signs in question in this request; opining <br />that a future discussion may need to include those temporary <br />signs/banners used for non-commercial activities (i.e., blood <br />mobile); with further consideration given at that time to free <br />speech issues and implications. <br />Maschka moved, Ihlan seconded, approval of the 2004 sign <br />permit for City uses and promotions as listed in the 2004 Sign <br />Summary, dated January 7, 2004. <br />Councilmember Schroeder reiterated his position that the <br />Council needed to lead by example; and while the argument <br />could be made that the City was promoting the City of Roseville, <br />an individual resident, business owner, or civic organization, <br />
