Regular City Council Meeting — 02/23/04 <br />DRAFT Minutes - Page 21 <br />Roll Call <br />Ayes: Ihlan, Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br />11. Consider Process for Appointing and Reappointing Members <br />of Roseville Citizen Advisory Commissions <br />City Manager Beets advised that there were nine (9) commission <br />terms expiring on March 31, 2004 on five (5) standing <br />commissions; and sought guidance and direction from <br />Councilmembers on how they wished staff to proceed with the <br />vacancies. Mr. Beets noted that the appointment process had <br />previously been brought forward at the January 5, 2004 <br />organizational meeting; and questions had been raised at that <br />time and directed to City Attorney Anderson as to the process <br />following Resolution No. 9372. Mr. Beets referred to the City <br />Attorney opinion dated February 6, 2004 and attached to the staff <br />report dated February 23, 2004. <br />Discussion included whether to follow the resolution, amend it or <br />rescind it; whether sitting commissioners needed to reapply if <br />they had not reached their maximum term limit; and criteria used <br />for reappointment. <br />Councilmember Maschka spoke in support of the resolution, <br />opining it was good policy. <br />City Manager Beets reviewed those commissions that did not <br />have a full complement to fill vacancies (Human Rights, 1 <br />vacancy; Parks and Recreation, 4 vacancies, with two of those <br />eligible not seeking reappointment, netting 2 vacancies). <br />Councilmember Kough recognized those serving, but opined his <br />support of seeking other qualified applicants from the <br />community for evaluation, interview and appointment. <br />Mayor Klausing confirmed that he continued to support the <br />interview process prior to appointment, but didn't support <br />declaring a vacancy when a commissioner was eligible for <br />reappointment, unless a problem was evident.
