Council Member introduced the following resolution, the reading of which was dispensed <br />with by unanimous consent, and moved its adoption: <br />CITY OF ROSEVILLE <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO. <br />A RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT FOR <br />EXCLUSIVE NEGOTIATIONS BETWEEN THE CITY OF ROSEVILLE, <br />MINNESOTA AND THE ROTTLUND COMPANY, INC. FOR THE TWIN LAKES <br />REDEVELOPMENT AREA (PF3543) <br />BE TT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota (the <br />"City"), as follows: <br />Section 1. Recitals. <br />1.01 On December 8,2003, the Council approved a resolution for an exclusive negotiation period <br />until March 22,2004 with The Rottlund Company, Inc. ("Rottlund") relating to redevelopment of the Twin <br />Lakes Redevelopment Area ("Twin Lakes"). <br />1.02 The resolution contemplated that Rottlund would be designated as the Master Developer of <br />Twin Lakes on March 22, 2004 if the City and Rottlund could reach agreement upon a memorandum of <br />understanding which would become the basis of a Master Developer Agreement or an Agreement for Private <br />Redevelopment. <br />1.03 Since December 8,2003, Rottlund and City staffhave worked diligently to meet this goa1, but <br />have determined that the Twin Lakes redevelopment proj ect is sufficiently complex that a longer period of <br />study and analysis is needed. <br />1.04 Rottlund has requested that the City enter into a Contract for ExclusiveNegotiations, to expire <br />on March 31, 2005 and in substantially the form attached hereto (the "Contract"), providing for the <br />performance by Rottlund of several activities during that period, including: <br />(a� WorkwiththeAdvisoryStakeholderTaskForcetoformulateanImplementationPlan <br />to implement the Twin Lakes Master Plan, <br />(b� Analyze redevelopment costs, including site assembly, relocation and environmental <br />remediation, together with sources of revenue, to determine the feasibility of the <br />redevelopment, amount of necessary public investment and necessary phasing, <br />(�� Examine the impact of redevelopment upon traffic, the environment and utility and <br />street infrastructure, <br />(d� Determine the need for zoming ordinances and other governmental approvals, <br />
