In coordinationwith the City, prepare a preliminaryfinancialfeasibility analysis identifying costs and sources of revenue, including tax increment and other potential sources of public assistance,to determine the necessary public investment in the Redevelopment, assuming the City Council shall have approved the Redevelopment Area identified for the Phase I of the Redevelopment, and the City and Redeveloper have agreed in principle on a strategy to close the gap in financing the Redevelopment. (b) By December 31,2004: • Submit to the City a preliminary site plan for the Redevelopment showing the size, nature and location of the proposed minimum improvements, including parking, landscaping and other exterior improvements. • Complete or finalize necessary feasibility, marketing and financial analyses, including the timing and phasing of the proposed Redevelopment, preliminary pro formas and likely revenue sources for the initial phases. • Review and comment upon the adequacy of existing ordinances, including zoning ordinances, to facilitate the Redevelopment. • Ascertain what approvals will be required from governmental agencies for the Redevelopment. • Investigate adequacy of utilities and streets and identify required infrastructure changes; also review existing transportation plan to determine adequacy. • Review existing environmental reports and determine if additional environmental investigationis necessary. (�� At least every other month, commencing on June 1,2004, Redeveloper shall provide the City with written reports as to the Redeveloper's progress in assemblingthe information and analyses necessary to comply with this Agreement and proceed with the Redevelopment. 8. Determination to Proceed to Redevelopment A�reement. Upon receipt of all information and documentationrequired to be provided hereunder, and any additional information the City may require, the City shall review the same and determine whether it desires to proceed to work with Redeveloper to negotiate a Redevelopment Agreement relative to the Redevelopment Area. Such determination shall be in the sole discretion of the City.
