Why purchase the system now? The RCSO houses the Enfors file server (Stratus) at their Shoreview <br />facility. RCSO is no longer dependent on the Stratus. Although they have stated they will continue to <br />allow the Consortium to "house" the file server at their current facility (with some amount of <br />compensation), RCSO is now in the process of building a new facility in Arden Hills and it's questionable <br />RCSO will absorb the cost of moving the server. <br />The time is now to convert the Consortium agencies to wireless field reporting due to the pending <br />conversion to 800 MHz, Crimnet, MJNO, and interagency sharing information programs available to <br />public safety agencies. <br />Not purchasing the system now will disable our agency's ability to share data with surrounding agencies <br />and eventually eliminate our agency's capability to electronically transmit Part I and Part II criminal data to <br />the Minnesota Bureau of Criminal Apprehension (BCA). <br />PROPOSED ACTION <br />Allow the Roseville Police Departmentto enter into a Joint Powers Agreementwith St. Paul. The New <br />Brighton and Moundsview police departments have already entered into such an agreement. The <br />Maplewood and North St. Paul Police Department are currently seeking council approval to enter into an <br />agreement with St. Paul. <br />When the Joint Powers Agreement is in place, the St. Paul Police Department will begin making the <br />necessary changes to their current system to meet each individual agency's records management system <br />and field reporting requirements. When the packages have been modified accordingly, St. Paul will <br />assume responsibility for installation and training. <br />To demonstrate their commitment to this project, St. Paul has already hired two full-time designers to <br />work solely on this project. <br />FINANCIAL IMPLICATIONS <br />The City will incur a cost not to exceed $81,470 for a one time contract signing price to include: 26 <br />View Packet Cluster Licenses (field reporting capability and records management system info to <br />squads), 26 RMS CAD Wireless hookups (wireless connection to the Dispatch Center and State of <br />Minnesota databases to squads), 48 Packet Writer installations (for report writing, reviewing and <br />editing in-house), 48 Packet Writer maintenance agreements, 25 View police reports only RMS <br />packages (for in-house data query and report generation), and payment for services as required <br />for installation thereof. These costs would be paid for out of the City's equipment replacement <br />fund. <br />Monthly payments to St. Paul would not exceed $4,680 for 2004, and would include maintenance, <br />upgrades, support and continual training. To the extentthese monthly costs exceed the amount <br />already budgeted for capital RMS in 2004, the Police Department would charge them to other <br />budgeted operating expenses. Thus the Police Department will not exceed its 2004 operating <br />budget for this upgraded system. <br />STAFF RECOMMENDATION <br />Allow and approve the Roseville Police Department to negotiate a Joint Powers Agreement with <br />the St. Paul Police Department. We will come back again for Council consideration after a Joint <br />Powers Agreement with St. Paul Police Department is negotiated. <br />COUNCIL ACTION REQUESTED <br />Allow and approve the Roseville Police Department to negotiate a Joint Powers Agreement with <br />the St. Paul Police Department. <br />
