Regular City Council Meeting — 03/08/04 <br />DRAFT Minutes - Page 13 <br />Planning Commission; with one (1) position vacant on the <br />Human Rights Commission. <br />City Manager Beets sought City Council direction for the <br />appointment process: whether to proceed under Resolution 9372; <br />to amend the resolution; or to rescind the resolution. <br />City Manager Beets referenced a survey of ten (10) surrounding <br />communities related to their advisory commissions; terms and <br />size, as well as their appointment and reappointment process and <br />whether interviews were held for reappointment. <br />City Manager Beets cautioned Councilmembers on their <br />consideration of two (2) additional citizen commissions and the <br />staff work that would be required (i.e., agendas, minutes, public <br />notice, website information, televising meetings) and the time <br />and cost involved in those additional commissions. Mr. Beets <br />also requested consideration be given to the potential for <br />overlapping responsibilities with additional commissions and the <br />danger of duplication of efforts and inconsistencies. <br />Councilmember Maschka opined his appreciation for the staff <br />report; and further opined his support for a standard three (3) <br />year term for a11 appointees; reappointment via recommendation <br />of the Commission Chairs and maj ority rule of Council as to <br />whether to interview for reappointment; appointment on a <br />quarterly basis; standardizing the size of the commissions; and <br />expressed support for combining the Human Rights and Police <br />Civil Service Commissions. Councilmember Maschka further <br />opined his support of a Business Advisory Commission for <br />outreach and communication with existing and new businesses. <br />Councilmember Maschka questioned the need for another <br />Environmental Commission, given the number of agencies <br />currently operating; but was willing to hear public comment on <br />whether there were environmental areas that were not being <br />addressed currently. <br />Councilmember Kough opined his support of three (3) year term <br />limits; expressed his lack of support for automatic reappointment <br />in an effort to allow new people to serve when openings occur <br />and Council evaluation of existing and potential commissioners; <br />
