Constitutional Rights Equal Protection t 1�� Amendmentl:_ • A government action may not unduly favor one group over anotherand may not discriminate against any individual, either directly or indirectly. [Note: Wherethis comes up in planning and zoning is when local governmentsclassify (define) uses for the sake of regulation — must always considerothers with similar characteristics.] Definition: "Comqrehensive Plan" • The documentand maps that memorialize the planning process, goals, policies, and action steps to realize the community's desired future. This is a vitally important legal document in that it provides the legal foundation for the use of the police powers of the local government. ZONING Zonina Ordinance: • The document that contains the provisions and standards to effectuatethe officialzoning maps. In additionto establishingthe community's authorityto enforcezoning, the ordinance contains definitions, establishesprocedures, and defines the purpose and standards (rules) for each zoning district. • Once a community has adopted a zoning ordinance, all propertywithin its corporate limits are subject to its provisions. Comprehensive Planning: • The process through which the community analyzes its opportunities and constraints and establishes goals and a vision for its future and determines and adopts the action plans to implementthe plan. ZONING Official Zonina Map: • If a community intends to enforce zoning it must have an official zoning map. This map establishes zoning districts. Each of these districts is created to perform a distinct purpose and aggregate particular land uses together. Planned Unit Development (PUD) • A zoning tool that is designed to authorize flexibilityin setbacks, lot size, and other performance standards. PUD is a separate"floating"zoning districtthat may be applied for anywhere in the City of Roseville.
