A solution to this problem could be through the creation of a set of geographic <br />information systems (GIS) tools that integrates housing, employment, and transportation <br />information for the neighborhoods, central cities, suburbs, and counties of the Twin Cities <br />metropolitan region. This would: <br />■ Leverage wark completed in both Minneapolis and St.PauURamsey County <br />Encompass the metropolitan area <br />Expand community and public/government capacity <br />The City of Roseville uses �IS data from metropolitan county data providers as well as <br />from many other sources for the purposes of data analysis. It is a charter member of the <br />Ramsey County User Group, which is an alliance formed in 1995 between public <br />agencies interested in using �'rI� and data that has been created and maintained by <br />Ramsey County. Each member organization adds its own unique data to that supplied by <br />the County as part of the agreement to create a rich and powerful tool to assist in <br />organizational decision-making and day-to-day procedures. The Users Group is seen as a <br />model in the metropolitan area in how units of government can wark in collaboration to <br />effectively exchange and utilize � data, services and knowledge. <br />In this spirit of cooperation comes an opportunity for the City to partner with an even <br />broader range of stakeholders in creating an innovative set of tools to assist in community <br />planning. The Ramsey County Gl� Users Group will partner with the Center for Urban <br />and Regional Affairs at the University of Minnesota (CURA), The St. Paul Community <br />�'rT5 Consortium, The Minneapolis Consortium for Community Development, the <br />Minneapolis Neighborhood Information System and MetroGIS in a Technical <br />Opportunities Program grant application to develop these tools. <br />Access to information at this level would assist in targeting community development and <br />economic proj ects through evaluation of factors related to housing, employment, <br />employee income and transportation. Collecting, integrating, maintaining and <br />disseminating data from multiple sources over such a scale requires a significant effort <br />both in funding and staff commitment.
