h. Gutters installed along the eaves of the detached accessory building to direct roof <br />drainage to the front and rear yards, specifically away from the adjacent residential <br />property to the north. <br />i. The design of the detached accessory building not exceeding a maximum height <br />of 15 feet (midpoint of roof truss) and an e�terior wall height of 9 feet. <br />The detached accessory building being constructed with similar materials to those <br />of the principal structure and having a similar roof line and materials. <br />k. The review and approval of a building permit must be consistent with the <br />approved plans and variance. <br />7.0 PLANNING COMMSSION ACTION: <br />7.1 On Wednesday, March 3,2004, the Roseville Planning Commission held the public <br />hearing regarding the Olson variance request. At the meeting the property owners (Chris <br />& Noelle Olson) and the adjacent property owner were present to address the <br />Commission. <br />7.2 Mr. Olson addressed the Commission stating he and his wife had no issues with the <br />conditions recommended by the City Planner, but that he desired to keep the structure as <br />far forward (towards the front property line) as possible to appease the neighbor. <br />73 Keith Hauer-Lowe addressed the Commission indicating his objections to the staff <br />recommendation. Specifically, he indicated that his bedroom lies directly adjacent the <br />proposed accessory building and that the staff proposed location would create a greater <br />amount of noise reflection and that that the required garage windows were not a concern. <br />He also expressed concern over access to the rear yard via the side yard between his <br />property and the back (north side) of the proposed garage. <br />7.4 Ms. Dorothy Ohnsorg (2523 Maple lane) stated that she was not opposed to the <br />applicant's request and noted that garages should not be used for anything but a <br />residential use. <br />7.5 The Planning Commissionvoted (5-1) to recommend approval of a VARIANCE to <br />Section 1004.O1A7 (Location) and a 3 foot VARIANCE to Section 1004.02D5 (Dwelling <br />Dimensions — Side Yard Setback) of the Roseville City Code for Chris Olson to allowthe <br />construction of a detached accessory building in the front yard at 2940 Old Highway 8, <br />based on the findings in Section 5 and Conditions listed in Section 6 of the project report <br />dated March 3,2004. <br />PF3549 — RCA 032904 - Page 7 of 7 <br />
