The accessory <br />building square footage exceeds the size of the home. Staff calculated the home to be <br />1,150 sq. ft., the attached garage to be 230 sq. ft., and the proposed detached accessory <br />building to be 980 sq. ft. This gives the parcel a proposed total accessory building square <br />footage of 1,210 sq. ft. or 60 sq. ft. over the parcel's allowance. Staff did not recommend <br />a Variance to allow the overage. <br />Thomas Paschke explained setbacks allowed within the front yard for a principle <br />structure. <br />Staff reviewed this proposal and determined that it is difficult to justify a departure from <br />the strict application of Section 1004.O1A5 (Overall Area) of the City Code allowing the <br />applicantto construct a 980 sq. ft. detached accessory building. The Staff recommended <br />not issuing a Conditional Use Permit. The Staff determined there is justification for <br />reducing the accessory building to 26 feet by 32 feet or 832 sq. ft., which eliminates the <br />need for a Conditional Use Permit and eliminates the need for one Variance to Section <br />1004.Q1A5. It does, however, require a Variance to Section 1Q04.O1A7 (allowance in <br />front yard). <br />The Staff recommended approval of a Variance to Section 1004.O1A7 (Location) and a 3 <br />foot Variance to Section 1004.02D5 (Dwelling Dimensions— Side Yard Setback) of the <br />Roseville City Code for Chris/Noelle Olson to allow the construction of a detached <br />accessory building in the front yard at 2940 Old Highway 8, based on the findings in <br />Section 5 of the proj ect report dated 03/03/04, and the following conditions: <br />a. The attached garage being limited to a depth of 26 feet, a length of 32 feet, <br />and an overall size of 832 sq. ft. <br />b. A minimum side yard setback not to encroach closer than 7 feet to the side <br />yard (north) property line. <br />c. A minimum front yard setback of 30 feet. <br />
