City Council Study Session — 03/15/04 Draft Minutes - Page 9 • Authorize staff to proceed with necessary fieldwork to assemble feasibility drawings, alignment and costs for Council action/approval • Explore burial of electric distribution lines City Attorney Squires and staff were directed by Mayor Klausing, with Council majority consensus to review past Council meeting minutes and information to determine the existence, the status and conditions of the "moratorium" on pathway construction previously considered by the City Council. Councilmember Schroeder addressed the moratorium that he believed had been enacted during the 2004 budget discussions. City Attorney Squires noted that his office could review past action of Council; the status of any moratorium on pathway construction; and options for Council to change their previous action. City Attorney Squires recommended that following his review of that information, he inform staff directly on whether they should proceed as directed. Public Works Director Schwartz sought clarification regarding the Council's direction; with the majority of Councilmembers concurring that staff be directed to proceed as requested. Councilmember Schroeder requested that the proposed directive to staff for proceeding with a feasibility study on the proposed County Road �2 Regional Trail project be recorded in motion form. Maschka moved, Ihlan seconded, authorizing staff to hold public information meetings, proceed with necessary field work to assemble feasibility drawings, alignment and costs for Council action/consideration; and to explore the burial of electric distribution lines; pending recommendation of the City Attorney related to the moratorium. Roll Call Ayes: Ihlan, Kough, Maschka and Klausing. Nays: Schroeder.
