Start adding high density homes and it will no longer <br />be attractive to young families starting out. 'Il�e sta�ted goal of preserving and p[�t� existing single <br />family neighborhoods is not met. <br />An additional goal stated in the Roseville Comprehensive Plan is as follows: <br />"3. Preserve residential areas (as currently designated on the City land use plan) which <br />have at least 4 of the 6 items listed: <br />a) adequate lot sizes for current homes; <br />b) an average building value for the area equal to or above the city average per <br />unit value; <br />c) meet or exceed the structural requirements of the building and maintenance codes; <br />d) required public infrastructure (utilities, roads and sidewalks, and storm water <br />drainage and ponding systems in place and functioning; <br />e) an identifiable residential neighborhood unit of 20 or more residences defined by <br />physical boundaries (streets, railroad or utility right-ofways, etc.) or landmarks <br />(schools, libraries, churches, parks, openspace, etc.); and <br />fl a common architectural design or aesthetictreatment." <br />(Page 7- Rosevillc Comprehensive Plan 2002 Update Goa1s and Policies) <br />We believe that this neighborhood meets all of the stated requirements and qualifies to be preserved as a <br />residential neighborhood. It is clearly a neighborhopd of single family homes. The residential section of <br />the comprehensive plan also speak of goals to achieve a flexible balance of the different type of housing <br />alternatives. We would say that the balance has already been achieved and the higher density housing <br />across Hamline and on Lexington is enough for this neighborhood. Add to the higher density and it will <br />soon become a neighborhood that gets developed for higher density housing and the single family homes <br />will become history. <br />We strongly urge you to visit our neighborhood on Qakcrest and take a walk down the street to Central <br />Park We think this statement made # the Planning Commission, "it is hard to see how this change in <br />density impacts the neighborhood given what is across Hamline" could not be futther from the truth. We <br />can only guess that the person speaking was referring to Rose Pointe in this statement. Come and visit and <br />you will see ti�t the impact is considerable and it will change the characterof the neighborhood. You will <br />see that there are homes a71 set back from the street line aot least 30 feet, only single mailboxes and on trash <br />day there are no large trash bins to be picked up. Add a 8 unit townhome and we will have a large shared <br />mail station and a large shared trash bin marring the boulevard. There are also no sidewalks anywhere on <br />Oakcrest Avenue, yet they are going to be required � build cne on Oakcresk to Harnline Avenue. We think <br />this will look a bit strange, 30-40 feet of sidewalk that will end on the new private road. The "view" in this <br />neighborhood will certainly be dramatically changed. Our neighbors who live right across the street from <br />the new road will ha�e a brand new view in their frant bay window, car headlights. We don't really see any <br />effective way that they ean use any type of cover to block those li�us without creatmg additional hazzards <br />for drivers. <br />We also believethat constructing a road on Oakcrest Avenue so close to Hamline Avenue is creating a <br />dangerous intersection. Par�ang on Oakcrest is only permitted on the west side of the street. Building a <br />road on Oakcrest wi I I reduce the parking available to visitors and create additional haz.zards for residents. <br />During peak travel times, attempts to turn left from Oakcrest on to Hamlin� can be very dangerous. The <br />trafficon ���amline Avenue is often backed up and cars often block access to the side streets now. Add to <br />this traffic congestion and create another intersection will make a bad situation worse. <br />
