Brownfield remediation grants; reduced contingency and admin. fees <br />Off site improvements (ramps, ponding, etc) paid by State or County <br />Hazardous Substance cleanup districts needed <br />1.5 If enacted, the gap between the sources of funding and the high costs of redevelopment <br />could be reduced. Council directionis needed. There is a significantamount of wark to <br />be done and many City Council policies that must be amended (sooner than later). If <br />the Council decides to proceed, a one year exclusive contract is proposed. After <br />completion of the City's Stakeholderprocess and the financial feasibility along with <br />policy changes (by September 30, 2004), appro�rnately 6 months is necessary to <br />negotiate a development contract. <br />2.0 RECOMMENDATIONS: <br />Hear from Todd Stutz, Rottlund Homes and city staff. <br />Provide staff and consultant direction on which gap strategies the Council can <br />support, so that further financial feasibilities can be done efficiently. <br />If the Council wishes to proceed, adopt a resolution approving a one year exclusive <br />development agreement with Rottlund. <br />3.0 SUGGESTED ACTION: <br />By resolution, approve the Twin Lakes Contract for Exclusive Negotiations with <br />Rottlund Homes. (draft resolution attached) <br />Note: Council should also consider the altematives. If the Council cannot support using <br />all or even some of the "gap" strategies, it could change the need for doing further <br />financial feasibilities and Stakeholder meetings. What may happen if there is no exclusive <br />negotiation agreement of Master Developer?
