Council Member introduced the following resolution, the reading of which was <br />dispensed with by unanimous consent, and moved its adoption: <br />CITY OF ROSEVILLE <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO. <br />A RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT FOR <br />EXCLUSIVE NEGOTIATIONS BETWEEN THE CITY OF ROSEVILLE, <br />MINNESOTA AND THE ROTTLUND COMPANY, INC. FOR THE TWIN <br />LAKES REDEVELOPMENT AREA (PF3543) <br />BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota <br />(the "City"), as follows: <br />Section l. Recitals. <br />1.01 On December 8,2003, the Council approved a resolutionfor an exclusivenegotiation <br />period until March 22, 2004 with The Rottlund Company, �,nc. ("Rottlund") relating to <br />redevelopment of the Twin Lakes Redevelopment Area ("Twin Lakes"). <br />1.02 The resolution contemplated that Rottlund would be designated as the Master <br />Developer of Twin Lakes on March 29,2004 if the City and Rottlund could reach agreement upon a <br />memorandum of understanding which would become the basis of a Master DeveloperAgreement or <br />an Agreement for Private Redevelopment. <br />1.03 Since December 8,2003, Rottlund and City staff have worked diligently to meet this <br />goal, but have determined that the Twin Lakes redevelopmentproject is sufficientlycomplexthat a <br />longer period of study and analysis is needed. <br />1.04 Rottlund has requested that the City enter into a Contract for ExclusiveNegotiations, <br />to expire on March 31,2005 and in substantiallythe form attached hereto (the"Contract"), providing <br />for the performance by Rottlund of several activities during that period, including: <br />(a) Work with the Advisory Stakeholder Task Force to formulate an <br />Implementation Plan to implement the Twin Lakes Master Plan, <br />(b� Analyze redevelopment costs, including site assembly, relocation and <br />environmental remediation, together with sources of revenue, to determine <br />the feasibility of the redevelopment, amount of necessary public investment <br />and necessary phasing, <br />
