2. Cost of Land purchase born by the Master Developer <br />. City has control of fair market price for site acquisition when eminent <br />domain is requested as a last resort. Master Developerpays the City in <br />advancefor that effort. <br />. The City does not have the resources to purchase land in Twin Lakes. <br />3. Proposals for Land Use are planned and presented by and paid for by the <br />Master Developer <br />. City has control through the land use approval process. I f proposal does not <br />meet master plan, an amendment request must be put forth by Master <br />Developer with City choosing to support or not support. <br />4. Master beveloper (Rottlund) is already invested in the public process <br />. Participated in Twin Lakes Stakeholder Process from beginning to end. <br />. Understands the land, financial and neighborhoodchallenges. <br />5. Master Developer (Rottlund) has support from other specialty developers <br />. The City will not lose a good prospect by forwarding inquiries to the Master <br />beveloper. Rottlund has support from key developers in the Twin Cities and <br />will seek to work with others that bring value to the area. <br />. Any office use that comes forward will be pursued by Rottlund because this <br />commercial use is the most intense land use, can have the highest quality, <br />can meet the master plan and can provide the most in return on high land <br />investment. <br />6. What additional review needs to be made under an exclusive negotiation <br />agreement? <br />. More detailed acquisition, financial, environment and market reviews are <br />necessary to get to a point of entering into a specific committed <br />development agreement. <br />� <br />
