REQUEST FOR COUNCIL ACTION
TE D
CTI; 3i
Department Approval: 14Inger ieed: Agenda Section:
 - + CoHaent

Item Description: Purchase of Litter Trash/Vacuum Machine
Background: The maintenance of City right of ways and facilities is a high priority for our
maintenance staf£ We included in the 2004 budget the purchase of equipment to facilitate the
collection of trash and debris from pathways and streetscapes. The budgeting for this machine
was in part driven by Council and citizen concerns on keeping public areas free of litter. The
goal was to purchase a machine that could be used for both trash pickup and pathway and
streetscape sweeping. Upon further study and through demonstrations by the vendors, it was
found that a dual sweeper/vacuum that performs to the desired level of service does not exist.
The trash vacuum machine works well at vacuuming but not sweeping. The small sweepers
don't do an adequate job at vacuuming trash.
Policy Objectives: This is a one operator trash/litter vacuum machine to be incorporated into the
regular litter cleaning schedules for City road right-of-ways, streetscape areas, and the City Civic
Center site. This machine would also be available for other City departments such as Park and
Recreation for cleanup after events in parks, parades, or other special events.
Financial Implications: The total purchase cost of $25,560 will be split equally between the
Street Maintenance budget and the Storm Utility budget. $40,000 was budgeted for this sweeper
/vacuum machine. Staff is exploring options for the purchase of equipment to assist in the
sweeping of pathways and sidewalks.
Staff Recommendation: We are recommending purchase of the Tennant Litter Vac for its ease
of operation, and high maneuverability. Staff recommends purchase from Tennant Company
using the Minnesota State Contract bid pricing.
RECOMMENDED COUNCIL ACTION: Motion authorizing purchase of a Litter Vac
machine from Tennant Company at a cost of $25,560.
Prepared By: Steve Zweber, Street Supervisor
