Regular City Council Meeting — 03/29/04 <br />DRAFT Minutes - Page 14 <br />but younger volunteers (under age 12) could provide assistance <br />in parks or open space areas. <br />Councilmember Kough acknowledged the support of Ramsey <br />County staff and Commissioners and State personnel; as well as <br />others and requested that staff express written appreciation on <br />behalf of the City Council and residents for their support. <br />Mayor Klausing thanked Councilmember Kough for his <br />involvement and support in pursuing this clean up program <br />initiative. <br />No formal action required. <br />6. Consider Adoption of a Resolution Approving Chris Olson's <br />Request for a Variance and Conditional Use Permit, 2940 <br />Old Highway 8 (PF 3549) <br />Community Development Director Dennis Welsch reviewed a <br />request for a 54 foot variance and a conditional use permit for <br />construction of a 980 square foot detached garage in the front <br />yard of Mr. Olson's property at 2940 Old Highway 8. <br />Mr. Welsch reviewed the options considered by the applicant in <br />working with staff and the Planning Commission; with the <br />resulting compromise brought forward tonight. <br />Councilmember Schroeder sought clarification from staff <br />regarding whether the Planning Commission had approved <br />staff's recommendation; with Mr. Welsch responding that the <br />proposed resolution before the Council represented the Planning <br />Commission's amendments to staff's proposal. <br />Discussion included the setback and common boundaries; lack of <br />public opposition to the application; and that a Conditional Use <br />Permit (CUP) was no longer needed with the amended request. <br />Mayor Klausing opened the meeting for public comment related <br />to this issue. <br />Keith Hauer-Lowe, 2948 Old Highway 8 <br />Mr. Hauer-Lowe appeared to have no opposition to the variance <br />Resolution 10212 <br />Chris Olson <br />Variance and <br />Conditional Use <br />Permit, 2940 Old <br />Highway 8 <br />(PF 3549) <br />
