Community Town Hall Meeting — 04/03/04 <br />DRAFT Minutes - Page 12 <br />costing approximately $150,000 to study the project, <br />whether it comes to fruition or not. Councilmember <br />Maschka addressed the advantages of the land mass/tax <br />base ratio and the low tax rate available to taxpayers in <br />Roseville due to the great mix achieved in commercial and <br />residential properties. <br />Councilmember Maschka noted that communication was <br />an ever-changing and ongoing pursuit in new techniques <br />and effectiveness; and suggested that an e-mail system be <br />explored for interested citizens to register for automatic <br />notification of information, meetings, etc. Councilmember <br />Maschka encouraged residents to use whatever means were <br />available to them to contact Councilmembers with their <br />comments, noting his willingness to accept phone calls <br />from the public at work or at home; further noting the <br />accessibility of fellow Councilmembers. <br />Councilmember Ihlan encouraged citizen involvement, <br />noting that the City could always do more to improve their <br />efforts at communication, but recognized that steps were <br />being taken, and that this was a crucial item for residents. <br />Ms. Ihlan referenced the post cards notifying residents of <br />this meeting; and that the Council needed to adhere to the <br />"you talk, we'll listen," nature of this forum. <br />Councilmember Ihlan concurred with the need to provide <br />timely topics in the Roseville W�ap; recognized other <br />venues for communication; and suggested consideration be <br />given to specialized newsletters for specific issues or areas. <br />Councilmember Ihlan reminded residents of the Public <br />Comment portion of each regular Council meeting and <br />encouraged other ways to channel citizen involvement. <br />City Hall Construction Manager Duane Schwartz reviewed <br />the estimated construction costs of the City Ha11 Campus <br />project: with a total project cost of $11.5 million; Police <br />Department addition at $5 million for construction; $2 <br />million for upgrading the Public Works facility; $1 million <br />in site improvements; and approximately $1.1 million for <br />City Hall upgrades and facelift; plus the remaining <br />construction, management fees, architectural fees, <br />
