REQUEST FOR COUNCIL ACTION <br />DATE: 4/ 19/04 <br />ITEM NO.: 4,d <br />I� :�p�r�}��1= Manager Reviewed: Agenda Section: <br />__ �� � Consent <br />_ . _......_. _.. . _ f <br />Item Description: Approve Mn/DOT Traffic Control Signal Agreement for Lydial Snelling <br />intersection improvements <br />Background: We have been working with Northwestern College on a number of different safety <br />concerns in and around the vicinity of the Snelling and Lydia Avenue Intersection. The issues that <br />we have been discussing include �rc�lcr��riar� safetyboth at LincolnDrive and Snelling Avenue as well <br />as signal timing for vehicles at the Lydia/ Snelling intersection. <br />We have installed pedestrian crosswall{ signs as well as a painted crosswalk at the Lincoln Drive <br />intersection. Northwestern has added sidewalk alongside their campus driveway and adjacent to <br />their student apartments and the new KTIS building to provide a separated pedestrian facility. We <br />also have identified a"pedestrian route" for the Snelling intersection. The signage, pedestrianlights, <br />and stripingwill be accomplished with the proposed signal project. Please see the attached drawing <br />for more information. <br />Another issue that was identifiedwas the Snelling intersectionsignal cycling. The Cityhas received <br />complaints regardingthe operation of this intersection from a number of different sources. Currently <br />there is not a left turn arrow on the west and east bound legs of this intersection. During rush hour, <br />the vehicles traveling eastbound on Lydia queue to the west and block the Lincoln Drive and <br />Northwestern College driveway intersection. We contacted the Minnesota Department of <br />Transportationregarding this concern. Mn/DOT has performed an operational analysis on this signal <br />system and has determinedthat additional left turn phasing for Lydiawould improve the operation of <br />this intersection. They also determined that the existing signal system is due for reconstruction. As <br />a result the Mn/DOT has put together plans to reconstruct this signal. Since the City is responsible <br />for Lydia Avenue, we would participatehalf of the proposed signal cost. The project is proposed for <br />construction this July. � <br />Financial Implications: Lydia Avenue is a Municipal State Aid Street and the proposed signal <br />project is eligible for full MSA funding. The estimated total cost for this signal reconstruction <br />project is $219,000 plus 8% engineering and administration. The City's share is 50% of the total <br />cost. This is estimated at $118,260.00. The final City contribution will be based on actual bid <br />pricing. The attached Agency Agreement outlines the responsibilities of the City and State for the <br />proposed constructionproject. <br />RECOMMENDED COUNCIL ACTION: <br />Adoption of a resolution approving an agreement between Mn/Dot and the City of Roseville for <br />Lydia/ Snelling intersection improvements <br />Prepared by: Debra Bloom <br />
