Council communication gaps continue; lack of <br />3. <br />�. <br />�. <br />�. <br />Increased strain on e�isting staff to achieve <br />�ti e.��ti �� e pr��� on �r���ra rr�sr��r�j e� �s <br />B��r�i �um�ut - - <br />�ppl��,���x9 ��inte fati��re <br />� <br />Mr. Majerus noted the City Council's opposition to the <br />HRA's proposed levy, a�nd how the HRA needed to <br />communicate better to achieve the collective goals. <br />Mr. Welsch noted that 2003 was a very successful year for <br />reaching residents regarding rehabilitation work over <br />$1,000, with 230 housing unit permits issues last year. <br />Discussion included how tl�ose housing units were achieved, <br />given the limited parcels available in the community; with <br />staff responding that most were due to redevelopment (i.e., <br />demolition and reconstruction); and homes deficient in code <br />compliance. <br />Mr. Welsh noted that tl�e potential for more absentee <br />landowners could pose a th#�eat to the community. <br />Mr. Mulder questioned wh�# the global plan was for <br />housing (i.e., where are v�re going and how does it affect <br />everyone); and that all needed to be on the same page. <br />Mr. Welsch brought up t�e issue of whether the City <br />wanted to get involveid in rental licensing with <br />inspections of individual units to prevent deterioration <br />of quality of life in rental units compared to single-family <br />units. Mr. Welsch noted that currently, inspections were <br />only performed in comxnunity areas of multi-family <br />buildings, unless required in HRA rental units. <br />
