Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council <br />Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN <br />Discussion Notes - Page 11 <br />time of the local Fire and Police Departments (i.e., Allina <br />corporate headquarters). <br />Councilmember Maschlca noted that, out of today, one of <br />the objectives need to be determining those global, long- <br />term issues and their implications that needed further <br />study in order to address factors, department wide, and <br />interdepartmentally across the City (i.e., market factors <br />in housing, public or multi-family housing, and whether <br />people or employees could afford to live within the City <br />limits). <br />Councilmembe�r Maschlca noted another issue was the <br />aging population issue, turnover in housing, aging <br />housing stock, and how that affects service delivery <br />issues, from a public safety standpoint, both for retail <br />and commercial property owners. Also, how does that <br />aging population affect the Parks and Recreation <br />Department, and how to integrate programs and trail <br />systems to draw and serve citizens. <br />Councilmember Maschka noted that past visioning and <br />benchmarks set historically by past Councils in <br />developing Comprehensive Plans to accommodate <br />today's development, and where concentrated efforts <br />should be placed. <br />Councilmember Ihlan commented on the inconsistent Fire <br />Department service during daytime hours; impacts to <br />commercial business owners more than individuals (i.e., <br />large employers and their service and liability exposure); <br />and the potential for applying a Special Service District <br />(SSD) for commercial businesses to cover daytime issues. <br />Councilmember Maschlca noted that these policy decisions <br />are part of balancing services in the reality of budget <br />constraints {i.e., how is nature of firefighting changing; is <br />first responder status viable); noting that it wasn't possible <br />to single out issues, without loolcing at the global aspect. <br />
