Councilmember Maschlca noted that, out of today, one of the objectives need to be determining those global, long- term issues and their implications that needed further study in order to address factors, department wide, and interdepartmentally across the City (i.e., market factors in housing, public or multi-family housing, and whether people or employees could afford to live within the City limits). Councilmembe�r Maschlca noted another issue was the aging population issue, turnover in housing, aging housing stock, and how that affects service delivery issues, from a public safety standpoint, both for retail and commercial property owners. Also, how does that aging population affect the Parks and Recreation Department, and how to integrate programs and trail systems to draw and serve citizens. Councilmember Maschka noted that past visioning and benchmarks set historically by past Councils in developing Comprehensive Plans to accommodate today's development, and where concentrated efforts should be placed. Councilmember Ihlan commented on the inconsistent Fire Department service during daytime hours; impacts to commercial business owners more than individuals (i.e., large employers and their service and liability exposure); and the potential for applying a Special Service District (SSD) for commercial businesses to cover daytime issues. Councilmember Maschlca noted that these policy decisions are part of balancing services in the reality of budget constraints {i.e., how is nature of firefighting changing; is first responder status viable); noting that it wasn't possible to single out issues, without loolcing at the global aspect.
