PROJECT OBJECTIVES <br />The overall obj ective for the construction of this trail is to provide connections, as well as increase <br />safety for pedestrians within this corridor. The proposed facility will serve to enhance and provide <br />transportation alternatives for users between a number of features in the area, including but not <br />limited to regional trails, schools, recreational facilities, parks, business and retail districts. The most <br />significantof these is the direct connectionsbetween Central Parlc Elementary, ConcordiaAcademy, <br />Roseville Area High School, Rosedale Center and surrounding shopping district, the Gateway <br />Business Parlc, the Highcrest Business Parlc and the Northeast Diagonal Regional Trail. <br />The County Road B-2 trail would provide a safe and convenient linlc between the local and regional <br />trail networlcs that will allow users access to numerous area amenities. Roseville, with its current <br />trails system and the proposed additions to that system, has tried to address the transportation needs <br />of the pedestrian and cyclist. Through the development of this proposed trail we are expanding the <br />networlc of trails into the larger community allowing users safer linlcages to the regional system. <br />When it crosses Snelling Avenue, the most challengingand significantbarrier, it would utilize the <br />vehicular underpassprovided for County Road B-2. The grade separatedcrossing malces the County <br />Road B-2 corridor an excellent alignment for a pathway because it is the only grade separated <br />crossing of Snelling Avenue for miles, both north and south. <br />The proposed County Road B-2 pathway project will connect Roseville and its neighbors to the <br />larger regional networlc by directly connecting to the Rice Street pathway, Dale Street pathway, <br />County Road C Pathway, the Lexington Avenue pathway, and the proposed Northeast Diagonal <br />Regional Trail. All of these facilities have regional significance. <br />� The Rice Street pathway directly linlcs to the Ramsey County Trout-Broolc Trail, which leads to <br />the State Gateway Trail. In addition this connection will provide access to the Phalen-Como- <br />Mississippi River Regional Trail, Como Regional Parlc and Phalen-Keller Regional Parlc. <br />• The Dale Street pathway linlcs directlyto the Reservoir Woods Trail, which also leads to the State <br />Gateway Trail via the McCarrons Lalce Trail and the Trout-Broolc Trail and it also linlcs to the <br />County Road C pathway, a major east-west pathway in the City. <br />• The Lexington Avenue pathway has great regional significance linking users to the Highway 96 <br />Regional Trail and Grass-VadnaisRegional Parlc. <br />• The Northeast Diagonal Regional Trail, a proposed regional trail in the existing abandoned <br />Burlington Northern Railroad corridor will directly connect the City of Roseville to the pathway <br />networlcs in the cities of St. Anthony and Minneapolis. The Northeast Diagonal Regional Trail is a <br />joint proposal by the City of Minneapolis, City of St. Anthony, City of Roseville, Hennepin <br />County and Ramsey County Regional Rail Authorityproposed for construction in 2006. <br />The linlcing of these regionally significant trail corridors will create a networlc of pathways that <br />provide numerous transportation options to area users. <br />County Road B-2 Trail <br />FeasibilityReport <br />May 24,2004 <br />� <br />
