Plannin� File 3563: Request by Martha and Anthony Trowbridge for an <br />� Interim Use Permit for Chesley Truck,1755 County Road C, to allow the <br />� limited sale of semi-trailertrucks. <br />� <br />, Chair Mulder opened the hearing and requested City Planner Thomas Paschlce to present <br />� the verbal summary of the staff report dated May 5,2004. <br />� <br />1� Anthony Trowbridge is the president of Chesley Trucic, which is a heavy trucic repair <br />1 L facility and a dealer licensed to wholesale motor vehicles. However, a small number of <br />f'� customers have expressed interest in purchasingvehicles on site, which is not permissible <br />I 3 within the Light Industrial Zoning District. <br />I� <br />I� <br />] {� <br />]� <br />]$ <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�#� <br />�� <br />�� <br />�� <br />;�� <br />31 <br />3� <br />33 <br />�� <br />�� <br />3�i <br />�� <br />�� <br />3� <br />�� <br />�L <br />�� <br />�3 <br />�� <br />�� <br />�� <br />Mr. Trowbridge has indicated that there would be no vehicle display (vehicles will be <br />kept in their current location behind the building); that no additional signage is necessary; <br />that hours would be limited from 8:00 a.m. to 6:00 p.m. Monday through Friday and 9:00 <br />a.m. to 2:00 p.m. Saturday; and that the Interim Use Permit be administratively reviewed <br />annually with no renewal beyond 3 years. <br />After review of the application, the Community Development Staff recommends <br />approval of a three year Interim Use Permit in accordance with Section 1012.09A and B <br />of the Roseville City Code, for property located at 1755 County Road C, subj ect to the <br />following conditions: <br />a. <br />b. <br />c. <br />The Interim Use Permit is for a maximum of three years, terminating on <br />June 30,2007, with an annual review by the Community Development <br />Department. <br />Hours of operation being limited from 8:00 a.m. to 6:00 p.m. Monday <br />through Friday and 9:00 a.m. to 2:00 p.m. Saturday. <br />No front yard vehicle display allowed. All semi-trailertrucics (for sale, <br />lease, or repair) must be located behind the building. <br />Member Traynor aslced if there is a moratorium in the Twin Lalces Area (no). <br />Member Bakeman aslced what the renewal process is. Thomas Paschlce explained that <br />120 days prior to elapse, an applicantprovides the City with notice of renewal. A hearing <br />is held by the Planning Commission. Why does staff report state "no renewal beyond <br />three years"? A general discussion ensued. Anthony Trowbridge, applicant, explained <br />that the terms of the lease is the three years and he understoodthe delicate nature of the <br />renewal process in the area. <br />Member Ipsen aslced if the repair and sales will continue (yes). <br />There were no comments from the public. Chair Mulder closed the hearing. <br />Chair Mulder aslced how a new owner would find out about the three-year interim use. <br />
